All states and territories are part  of the SHEV arrangements. However, in each state  and territory only certain areas are SHEV regional areas. These are defined by  postcode.
  The list of areas participating in  SHEV arrangements can change.
  If you start working or studying in a  SHEV regional area, but the state or territory government later removes that  postcode from SHEV arrangements, you can continue to work and study there and  the time will count towards you meeting the SHEV pathway requirements. 
  If you are working or studying  outside of a SHEV regional area, but the state or territory government adds that postcode as a SHEV regional area,  any time you have worked and/or studied there will count towards you meeting  the SHEV pathway requirements.
