You can apply for a visitor visa to come to Australia while you are waiting on an application outcome so long as the temporary visa matches your intentions.
If you are waiting for the decision on a substantive or permanent visa and want to visit Australia to see a partner or holiday you can.

Visitor visas are for genuine visitors. You must intend to stay only temporarily in Australia. If you are not a genuine visitor your visa may be cancelled.
Travel on a Bridging visa
Bridging visas let you stay in Australia lawfully while your immigration staus is resolved. Only a Bridging visa B (BVB) will let you leave and re-enter Australia while you wait for a decision on a substantive visa. If you depart Australia with another type of bridging visa in effect then that visa will cease.
BVBs are granted with a defined travel period.
